Multiplicity is one of the human society features and it takes many forms such as culture, valuable, religious, and political multiplicity. Then Iraqi society characterized with political, cultural, religious, national, sectarian, and intellectual multiplicity. This multiplicities a big impact on the nature political, social, and intellectual evolutions that Iraq witnessed it. Present stage in Iraq request raising dialogue as the most important principles of the national functions in order to consolidating democratic regime in Iraq, and this is request provides mechanisms for dialogue such as active political participation, the working of civil society's organizations, and hold meetings.
