The frustration, challenge and domination are the most important issue that the researcher uses to begin his show about the idea of human development and its reaction to international crisis and market crisis. Because of socialist fop lose and increasing the poorness and backwardness in the third world, appearing globalization phenomena and put new challenging on word because it concentrate on the economic development, addition to the domination role of U.S after Sept 11. Through this show researcher work on appearing the special and new role of U.N about the globalization. The U.N view the fact that globalization act the spare development to face the challenges of new period. When we definition bases that third world Arabic country can use it in change process and convoy the new period requirements specially when we practice this idea according to this bases will change the government role by limit it (observing-organization) and make the work in the society according to the participation, equality and ensuring the rights. These bases allow to great cases from connection between three elements (market, government, and civilian society organization) this mean excess the human participation in different side of life.
