Active academic teams in social establishments could not working regularly without call for free scientific thinking and independence of university's education and also driving away from political effects, as well as active participating in scientific meetings locally, regionally, and globally. These things request rebuilding core of educational teams and establish rich libraries in different fields. In this time Iraq need to make top system for caring scientific and culture, centers of scientific researches, scientific consultative offices, and finally technical structures bending together through national system to achieve comprehensive development.
