Since the end of Cold War human rights have an active attendance on level of social, economic, and international policy activities that gives more potentials to crystallizing international policy for human rights basis on humanitarian, moral, and global background. Then, diplomacy of human rights betting on considering sovereignty and globalizing these rights, politics and ethic, ideals and interests to build global humanitarian system functioning for all humanity. There is no able achieve real, comprehensive, and permanent development with the absent of democracy.
