ICRSS CIVIL SOCIETY: It aims at originating the Civil Society concept and marks it part and parcel of the social culture and structural patterns. This is done through the study of its systems, institution or fields and programs of its activities and impediments of its success in realizing constant humanities development. It is also concerned with exposing other society’s experiences and how to make use of them in activating the civil society in Iraq and its role in the stability of participation and cooperation concepts.

Study about Civil Society (Nationwide) in a sample size of 3500 cases in May 2004 which covered ( Baghdad , Nainawa , Al Basrah , Duhuk , At Ta'ameem , Diyala , Karbala , Al Muthana , Di Qar , Al Sulaymaniyah , Salah Ad Din , Anbar , Babil , Al Qadesiyah , Wasit , Maysan , Erbil) governorates.This study focus on the :
1. Local government advisory councils.
2. The main factors used as a criteria by the Voters to select their candidate for the local councils.
3. Effectiveness and Efficiency of local service deleviery.
4. Civil Society groups and associations.
